The ringleader of a West Coast mob specializing in bookmaking and loan-sharking. He was sent to prison 16 years before the events of Casefile #40 because of the testimony and undercover work of an FBI agent. Thomas swore revenge and eventually the FBI agent's wife was killed by a bomb in their own house. The bomb was meant for the FBI agent. Two years before the events of Casefile #40, Thomas Catlin got our of prison. He then started back up where he left off, this time in Hawaii.
