Description
David Fitzhugh was a BCI Vice-commander who went accepted money to join forces with Aleksandr Dancek.  He has broad shoulders and is taller than Frank.  He has a square jaw and deep-set eyes.  He somehow became the dean of continuing education and special education at Oxford University while also working as  an agent for BCI (British Counterintelligence).  He was eventually captured and his last known location would be in the custody of BCI.
