I've been trying to figure that out myself. The run times when I watch it on Roku are all at 55 minutes and some odd seconds. I think that time is accounting for commercial breaks, which makes me think these may actually be the network masters. The quality is much nicer than Shout! Factory's print on the DVD.
The audio is off on some episodes though.

Here's a really long deep dive podcast into the history of TV show and movie adaptation of The Hardy Boys and Nancy Drew, with the emphasis on The Hardy Boys/Nancy Drew Mysteries.

It's too bad Universal would not remaster the 70's series for Blu-Ray or 4K Blu-Ray.  The DVD's were pretty uneven in quality, using both network and syndication masters that were transferred to tape in the 70's (Pilot & Season 3) and then the rest were a mix of 1985 and 2005/07 transfers (the 2005/07 transfers were done for episodes that had not been given a new transfer in 1985 for VHS & Betamax, in order to include them in the box sets).
VHS, S-VHS, Super Betamax, Mini DV, MicroMV, Betacam SP, U-Matic SP - NTSC/PAL/SECAM.  All transferred to DVD!
