It's a reflection on ATAC. While the Network solves problems without hesitation and without room for failure, ATAC is afraid of a splinter so they'll just throw flowers in the air and we'll all hold hands around a fire chanting...

Okay, sorry ATAC fans. I'm actually making an effort not to jab at the UBs. I haven't for a while. Sorry.

I was about to say that Negative Zone gave that characterization.

Although, when I first saw JoeHardyRocks says "can't we all just get along" I did have images of hippies and peace lovin' in my head.
